Your sync is disabled by your administrator.
When you see this error
there is 2 reasons
1.Your registry does now allow you to sync with chrome
2.You have logged in as a different user other than your administrator.
Solution:
Go to Registry Editor

Go to Registry Editor
Go to : HKEY_LOCAL_MACHINE\SOFTWARE\
Double-click at the UpdateDefault or DefaultUpdate
And type 0 to 1
Exit Registry Editor and Go to your browser!
Solution 2.
It is tricky when the issue 2 happens why because when you edit your registry you can't find the Google path in your local_machine Even google chrome is installed by your other user [Not admin user ] .
So
Login to the machine as administrator and sync your browser and it will sync automatically for all the other users
Note: You can't find the registry key if you login as user other than admin
